I don't pretend to know how the software works but my theory is conservative formations and tactics work well for the favourite to win any given match, ie higher rated teams.
I think mixing up formations and tactics increases the randomness of results. Randomness suits the under dog. I've had some right weird results against bizarre formations with even weirder tactics!
Just a theory of course. I tend to favour the conservative mix when I feel I have the rates in my favour - 4 3 3 being one of them. When I'm the underdog I sometimes like to mix it up. Hell I've seen teams with 2 Defenders on the pitch get favorable results

Ah ya I know what you mean. I bet you won 8 out of ten of every match against an unmanaged side. You'll always have some randomness built in. I just feel the way to maximise your chances against a better team can be to utilise the apparent increase in randomness when you use unorthodox formation and tactics.

I personally think, all things being equal, the 'standard' game formations - 4-4-2 and 4-3-3 'balanced' favors a strong, evenly balanced team - though you punished for imbalances in your side (if say you have a 330 rated team and all your players are about 30 then fine but if one or two are <= 23 then those weak players seem to be punished, particularly defensively I've noticed).
I've coded up all the formations noted in the rulebook with tactic selections - so it tells me formation and team score and I try to find the most suitable formation on a week to week basis. All well and good but I've overbuilt Lytham's stadium, so now they couldn't beat the opposition's ground staff, let alone the first team

I think the over building of a stadium is a myth. Either that or I was lucky that it didn't really affect my teams as Rangefield's and North Kent's stadiums were built to max capacity in the fastest possible time with no obvious disadvantage.
Saying that, my following when the stadiums went to 80k were around 45-50k. so it may cause more problems with a lower following. who knows.....
